The Police can’t provide order. Order exists when there is harmony between individuals. A harmonious relationship between people forms when all parties consent to the relationship, and are in equal standing. Artificially imposed relationships can’t be harmonious, but they can be maintained. Only force can maintain it, and that’s what the Police provides.
The police provide the illusion of order for the powerful through violence against the oppressed.
