Are thefts by police (civil asset forfeiture) included in other types, or a third category?

Since civil asset forfeiture would be a box bigger than ‘burglary’ all on its own it can not possibly be in ‘other types’ category of this graph and since it doesn’t seem to fit the wage theft boxes either I’d say it was not included in this graph at all.

Also, these statistics are from 2009 and civil assets forfeiture has increased A LOT since.
