Yes, absolutely. And a thief. And a homeless person. And a sex worker. And a graffit artist. And an undocumented person. And a person having sex. And a person carrying illegal medication. And, if I’m brave enough, maybe even someone who would break the law not just for my own needs but to change this rotten world where people suffer and starve and are imprisoned and enslaved and deported and murdered in the name of ‘the law’.

I very much doubt they’d pay a police officer to sit on a bus all day when there are fewer officers all round due to austerity. If they are there then they are not doing their duty given the number of racist attacks (or cimes in general) that take place on buses or trains but no arrests are made on the spot.

Fun facts: most secret police forces that are known as incredibly scary and oppressive had a very small number of undercover agents on the ground.

The Gestapo, often presented as an all-pervasive, omnipotent secret police, rarely had more than 50 staff members per city, office workers included. Ratios of one secret agent per 15.000 citizens were normal. The Gestapo wasn’t everywhere, but the nazi state was very good at making people think that it was.

The effect of undercover agents is always more the fear than the real presense. So this ad is basically a state driven scare campaign which further normalizes terrorising citizens into obedience.
